NEWBURYPORT - Several issues need to be addressed if the city is to provide water and sewer service to a major mixed-use development proposed for a tract in neighboring Newbury.

A task force established by Mayor John Moak quizzed the developer and Newbury town officials yesterday about the immediate and long-term effects of The Village at Little River, a commercial-and-residential complex that would be Newbury's largest development ever.

Beacon Communities Development of Boston and Coastal Partners LLC of Beverly Farms are proposing to build The Village complex on 72 acres on Route 1 near the corner of Middle Road. It would consist of 68 apartments, 82 condominiums and 170,000 square feet of retail and office space, including a small supermarket, a pharmacy and a restaurant.

It would also include a 5,000-square-foot senior center. Thirty of the condos would be deed-restricted to owners 55 and older. The other 52 would be townhouses with no age restrictions.
