SALISBURY - When waves savaged Salisbury Beach during the Patriots Day storm last spring, Salisbury emergency officials went knocking on every door at the beach advising residents they might want to evacuate. It took hours and a load of manpower.

When December's Town Meeting was more than 30 people short of the quorum, the meeting was postponed for another day.

When residents heard of the quorum failure, they were horrified. Dozens of people said they would have made a point to be there - if only they'd known.

There are dozens of times each year when town officials wish they had a way of contacting residents to advise, warn, alert or advertise important local events, crises, traffic jams, weather emergency, crime sprees, blocked roads, water turn-offs and other dangers.
